What the syringe units actually measure
An insulin syringe is marked in units, not milligrams. The units are a volume scale. On a U-100 syringe the full 1 mL barrel is marked off as 100 units, so each unit is one hundredth of a millilitre. The syringe has no idea what is dissolved in the liquid.
That means the number of units for a given dose depends on two things: how much peptide is in the vial, and how much bacteriostatic water you added to it. Those two figures set the concentration in mg/mL. The dose divided by that concentration gives the volume, and the volume converts to units.

Three things worth noticing in the chart

Mixing a 10 mg vial with 3 mL of bacteriostatic water gives a concentration that does not divide evenly. The chart shows 3.33 mg/mL, which is a rounded value. The unit counts in that column are rounded to the nearest whole unit as well, because a syringe cannot be read to a fraction of a mark.
Rounding matters more at small volumes than large ones. The 0.25 mg row at 3 mL is 8 units, the nearest mark rather than an exact landing. Whether that rounding is acceptable is not a question this page can answer for you.
The 1 mL and 2 mL columns produce whole numbers throughout, because 10 mg/mL and 5 mg/mL divide evenly into the listed doses.
