What the name refers to

Second, the relationship is inverse and it is exact. Doubling the water from 1 mL to 2 mL halves the concentration from 10 mg/mL to 5 mg/mL. Tripling it to 3 mL gives 3.33 mg/mL, which is the only figure in the table that does not come out clean. That value is rounded. When a concentration does not divide evenly, every volume you calculate from it inherits a small rounding error, which is a practical argument for choosing a water volume that gives a tidy number.
Third, the choice of water volume is a choice about measurement resolution, not about strength. A more dilute vial means any given dose occupies more liquid, which is easier to draw accurately on a fine syringe scale. A more concentrated vial means less liquid per dose. Neither changes how much peptide the vial contains.
